Sovereign Decree on the Establishment of the Royal Chancellery for the Oversight and Maintenance of Royal Decrees, Directives, Laws, and Letters Patent, and for the Support of the Sovereign, the Royal Family, and the Royal Household
WHEREAS it appertains to the Crown, by right and sovereign duty, to preserve order, clarity, and dignity in all instruments of state, and to maintain the authority and decorum of Sovereign Decrees, Directives, Laws, and Letters issued under Our Seal;
AND WHEREAS We discern the need for a permanent office to oversee the proper preparation, publication, and preservation of such instruments, thereby ensuring that all acts of the Sovereign reflect the form and integrity befitting the Principality;
AND WHEREAS the continued maintenance of the Royal Kaharagian Gazette, as the Official Journal of the Principality, and of KahaLex, as the authorised legal database and repository of all instruments of state, demands the careful supervision of a specialised institution dedicated to the accuracy, accessibility, and authenticity of the public record;
NOW, THEREFORE, WE, in Our Sovereign capacity and having duly considered the advice of Our counsel, do decree as follows:
Article I — Establishment of the Royal Chancellery
1. There is hereby established an office of the state to be known as the Royal Chancellery.
2. The Royal Chancellery shall serve as the principal authority for the preparation, formatting, publication, and standardisation of all official instruments of the Crown, including Royal Decrees, Directives, Laws, and Letters Patent.
3. It shall report directly to Us, the Sovereign, and act under Our immediate authority in all matters relating to the authentication, style, and record of state instruments.
Article II — Leadership and Structure
1. The Royal Chancellery shall be headed by a Secretary of the Royal Chancellery, who shall also hold the dignity of Keeper of the Great Seal of Kaharagia.
2. The Secretary shall be assisted by a Clerk of the Royal Chancellery, responsible for the administrative, archival, and publishing functions of the office.
3. Such additional officers or assistants as may be required for the effective discharge of the Chancellery’s duties may be appointed by the Sovereign, upon the recommendation of the Secretary, in accordance with their competence and the needs of the office.
Article III — Responsibilities and Functions
1. The Royal Chancellery shall ensure the proper form, presentation, and standardisation of all official instruments issued in the name of the Sovereign or under the Great Seal, in accordance with established legal and ceremonial practice.
2. It shall maintain and preserve the Royal Kaharagian Gazette as the Official Journal of the Principality, ensuring its accuracy, authenticity, and permanent accessibility in both printed and digital form.
3. The Royal Chancellery shall administer and maintain KahaLex as the authorised legal database and repository of all laws, decrees, and instruments of state, ensuring that it remains accurate, up to date, and publicly accessible in accordance with law.
4. It shall act as custodian of the Great Seal and of all authenticated copies of state instruments, ensuring their safe custody and proper affixation.
5. The Royal Chancellery shall perform such additional duties as may be directed by the Sovereign, or as may be necessary for the proper conduct of official publication and record-keeping.
Article IV — Oversight and Enforcement
1. The Secretary of the Royal Chancellery shall be responsible for the enforcement of this Decree and for the immediate organisation and commencement of the office’s work.
2. All officers of the Crown, courts, ministries, and institutions of the Principality shall recognise and cooperate with the Royal Chancellery in matters relating to the form, publication, and authentication of state acts.
3. Wilful failure to comply with the prescribed standards of the Royal Chancellery shall constitute an offence against the dignity of the Crown and may be proceeded against in accordance with law.
Article V — Entry into Force
1. This Decree shall enter into force immediately upon Our signature.
2. It shall be entered into the Royal Kaharagian Gazette and published accordingly.
